There are some really easy ways to level up your Pokemon. The most obvious would be the Elite 4 but there are many other ways you can do this such as battling wally inside Victory Road.
Yes That guy right there his Pokemon are all elite 4 level and give you a nice chunk of xp. It is also very good to train inside this cave till your Pokemon are high enough level to solo the elite four.
